replace static LLVOAvatar sMaxBakes with region based maxBakes()
Add additional guard on skirt rendering
member varts mMaxBakes and mMaxTEs on voregion
OPENSIM only drive maxBakes/TEs from Sim features
move rebake required detection out of voavatar, to avatartself
ADDITIONAL: prevent sending of skirt bake when not required
