Removed the 'remove "Join" button from group invitations when joining costs a fee' functionality

This reverts commit 85433378a363.
Removed, because it's primary functionality when it was added to the viewer was to protect new residents from clicking blindly on group invitations and spending money, but it was disabled by default anyway from the beginning.
New residents don't usually lurk into preferences too deeply anyway, and non-new residents usually know what they click on... plus there is an alert in the middle of the screen after trying to join a group with fee, too.
Second reason is the fact, that most probably it won't work with the new syswell thingy too well.

Privacy options reworking
...
- Divided one Privacy tab into two, so texts are not so squished anymore,
- Added a response for Reject All Group Invites mode (if name is in avatar cache; Group invitation packet has Group ID instead of Agent ID...) - needs extensive testing, especially for cases in whih name would be not present in avatar cache (message shouldn't be sent in this case),
- Added an option to not reject teleport offers and requests from friends even if Reject Teleport Offers and Requests mode is active

Expanded cmdline packager to allow scripted packaging, with manual initiation.
...
Initiate by saying "kpackagerstart UUID Some_existing_inventory_folder".
UUID is destination object where copied objects will be put at the end
as well as the object the viewer will be listening to for the next 2 commands.
Folder should be empty unless existing items there are needed in the package.
Use llOwnerSay("kpackageradd UUID1,UUID2,...,UUIDn") to add objects to list.
Call llOwnerSay("kpackagerend") to finalize and copy objects to caller.
Say kpackagerstop to stop and clear the packager.
