Clean up Windows build ( #2562 )

* APR_DECLARE_STATIC and APU_DECLARE_STATIC gets already defined in APR.cmake
* Move both _CRT_SECURE_NO_WARNINGS and _WINSOCK_DEPRECATED_NO_WARNINGS definitions to 00-Common.cmake
* Always define WIN32_LEAN_AND_MEAN and include subset of Windows API by default
* Remove llwin32headerslean.h and remove unnecessary WIN32_LEAN_AND_MEAN definition handling in llwin32headers.h
* Clean up includes of Windows API headers
* Get rid of workaround to link against IPHLPAPI.lib in lluuid.cpp - this seems to have been an issue in the past that has been fixed

- LLAtomicBase has now only one required argument, the type to wrap. The other will be deduced as std::atomic< Type > if not supplied.
- I did notice the forward declaration in llapp.h was not used, so away with it.

Remove apr from LLAtomic32 and rather use std::atomic and thus rename the class to a more generic name of LLAtomic
...
The apr atomics had been problematic as no one ever did bother to call apr_atomic_init. This:
- either did lead to crashes if apr was compiled to use a mutex for thread safe variable intialisation
- or initialisation was okay, but apr did not synchronize setting the *pointer to a value.
