fix for EXT-5128 Groups accordions should all appear on-screen w/out scrolling (open accordion should fill space)
...
fix is not complete since we got horizontal scrolbar which I think is not intended...need to fix croll_container.

EXT-3929: Moved LLAccordionCtrl to llui.
...
Both LLAccordionCtrl and LLAccordionCtrlTab should live in llui, not
newview. I need to make this happen in order to fix EXT-3929. No code
change was necessary (other than to change #include for predefined
headers) as these classes did not rely on any newview code.
