correctly detect intel 2000 and higher GPUs
...
Intel HD was higher on the GPU table list than 2000, 3000, and 4000,
so the reghex code was matching to 'Intel HD' before it got to the others

RenderCompressTextures will be set to disabled for all systems by default
RenderCompressTextures can be enabled in preferences -> graphics -> hardware should the user want it enabled
