Dont crash if there is no setting for saving the current state of a statbar item in, just go with the defaults.
Sanity check that will make sure RelwithDebInfo wont break if/when LL 3.3.3 is merged in.

setting bandwidth via cmd_line - combined jira's because of way everything was
linked with the Preferences Panel.

FIRE-6626; Make sure there's no NaN passed into decide priority which is used for sorting in STL containers. STL containers need strict weak ordering and NaN breaks that with it's characteristics.
