- fixed : docking the nearby chat floater doesn't always position its tuple at the front
...
-> a previous fix changed the tear off signal to fire *before* it's actually hosted/torn off so if IM tabs are present, the first IM tab will be locked before we actually add the nearby chat floater tuple

- fixed : attaching the nearby chat floater doesn't always properly resize the chat bar

-> LLNearbyChatBar::postBuild would be called before the multi-line chatbar had a chance to resize resulting in it expanding beyond the width of the nearby chat floater

Re-added some missing calls to apr_pool_destroy() that I failed to readd after the thread local storage rollback. Also added a call to LLProxy::cleanupClass() to prevent indra/test from segfaulting on exit.
