Refactored chat console handling:
...
* Created new class FSConsoleUtils to handle console-related tasks
* Moved IM in console handling from IMHandler to FSConsoleUtils
* IMHandler is now stock V3 and will produce no problems anymore once it goes away with CHUI
* Nearby chat handling moved from LLNearbyChatHandler to FSConsoleUtils
* LLNearbyChatHandler::processChat() is now mostly stock V3 to reduce problems with CHUI
* (Group-)IMs in chat console settings are now independent from their corresponding toasts counterparts and can be set independently

* Useful, if skin has its own controls, like Vintage.
* Also, this gives some extra space for location information in the bar, when they're turned off.

Phoenix mode default settings adjustements
...
* EnableGroupChatPopups & EnableIMChatPopups from 0 to 1, because FSLogImToChatConsole is true, so IMs will go into the console, not to the toasts anyway. IMInChatConsole in Phoenix has 1 by default.
* FSShowGroupNameLength from 0 to -1, so all group name will be shown in console, when IM arrive. DiamondShowGroupNameLength in Phoenix has -1 by default.
* FSUseStandalonePlaceDetailsFloater, FSUseStandaloneTeleportHistoryFloater, FSUseStandaloneBlocklistFloater - all from 0 to 1.

re-add mode settings switch at login. Added Firestorm mode, set as default when no settings file exsists

only differences between firestorm and phoenix mode is:
phoenix uses vintage skin and firestorm mode uses firestorm skin
firestorm mode has nav bar enabled by default, phoenix mode does not
