Vadim ProductEngine 05c14aa558 STORM-702 FIXED Made it possible to wear partial outfits 
Enabled the "Replace Current Outfit" option for incomplete outfits (i.e. those that don't contain full set of body parts).

Kitty Barnett 552875d2a9 - fixed : "ForceAssetFail" and "ForceMissingType" can be used to bypass @remoutfit=n 
-> restrict use of the debug settings to 1) RLVa not enabled, or 2) initial wearables are loaded and no wearable (type) is RLV_LOCK_REMOVE locked
    -> unrestricted on non-release builds since we do need both for testing

Kitty Barnett 3fec89a6f3 - fixed : LLAppearanceMgr::updateAppearanceFromCOF() doesn't properly filter items collected from folder links 
-> SL bug: create an outfit with a folder link + "Replace Outfit" == wearables that exist in both COF and the linked folder will end up worn multiple times
    -> transplanted from RLVa-1.3.0a (revision 4fc9ba2cf8c1)

Kitty Barnett f07e11c79b - fixed : LLAppearanceMgr::syncCOF() shouldn't create links with the link target's description 
-> ordering information is stored in a link's description so when linking to an item link we should use its description rather than its target's

Kitty Barnett 33b505c0b3 - fixed : SyncAttach patch creates duplicate attachment links if COF hasn't been fetched yet 
-> repro: clear cache + relog => isLinkInCOF() will always return false until we've actually fetched it => attachment link is created
