Fixed bug EXT-6842 ([I18N] Date format in Profile - mm/dd/yyyy needs to be: yyyy/mm/dd for Japanese).

- Made avatar registration date localizeable.

Merge inspectors UI project, gooey-4, into viewer-2 trunk. Added new tooltips to 3D avatars, 2D avatar names, and 3D objects. Refactors tooltips and text boxes, line editors, and text editors. Breaks LLExpandableTextBox, but a fix is coming.

Fixed a bunch of missing includes and forward declares. I was trying to benchmark with precompiled headers off, but we'll have to do a bunch more cleanup before it's possible to disable that feature cleanly. Not reviewed.
