Add debug setting to force showing the TP cancel button regardless if it is able to be canceled.
...
If the TP can't be canceled, clicking will do nothing as the region will ignore the request.
Does not bypass RLV restrictions however, force TPs will not show the button.

More Growl/Keyword refactoring:
...
* Remove the Growl keyword alert from LLViewerChat::getChatColor() again - this still might get called up to 3 times per message
* Move the Growl keyword alert back into FSKeywords::notify() where it belongs
* Explicitly wire up Growl keyword alerts in radar notifications in FSRadar::radarAlertMsg()
If there are particular system messages that should be checked for keywords as
well, wire them up in the correct place instead of using LLViewerChat::getChatColor()
that will result in an incorrect behavior of
* not playing the keyword alert sound
* being checked only at the time somebody calls LLViewerChat::getChatColor (Console output, nearby chat floater becoming visible etc.)
* getting called multiple times

FIRE-11428: Another attempt in removing the viewer freezing for a couple of second the first time a script dialog opens

Cause of the issue: The viewer has to parse the main view twice for two children
residing in another, referenced XML file which has to be loaded and parsed from
the file system twice. Since the widgets view are looking for are in the
navigation bar panel, we can use LLNavigationBar singleton instance to get access
to the children we are looking for without having to load the XML file again - hopefully
