SL-15896 Remove unused PAD_ keys from keybndings
...
On windows PAD_* keys are translated to either arrows or numbers, so PAD_* keybindings remain unused.
On MAC QA did not manage to trigger PAD_* and instead got mac specific returns.

- Improved some labels
- Made buttons bigger to accomodate languages with longer descriptions
- Added ability to assign key for all modes simultaneously
