FIRE-11428: Another attempt in removing the viewer freezing for a couple of second the first time a script dialog opens

Cause of the issue: The viewer has to parse the main view twice for two children
residing in another, referenced XML file which has to be loaded and parsed from
the file system twice. Since the widgets view are looking for are in the
navigation bar panel, we can use LLNavigationBar singleton instance to get access
to the children we are looking for without having to load the XML file again - hopefully

A little better patch for FIRE-12037: Inventory Offer Dialog boxes hidden

Now inventory offers should be detected in all cases, not only with user-owned objects, their windows should pop-up on screen according to position specified in preferences

Summer cleaning - removed a lot of llcommon dependencies to speed up build times

consolidated most indra-specific constants in llcommon under indra_constants.h
fixed issues with operations on mixed unit types (implicit and explicit)
made LL_INFOS() style macros variadic in order to subsume other logging methods
such as ll_infos
added optional tag output to error recorders

Observations and broken stuff so far:
- LLSideTray is gone.
- LLBottomTray is gone.
- LLFloaterSnapshot was changed and gave lots of merge conflicts. Flickr upload will be broken.
- LLNearbyChat is derived from LLPanel now. That broke quite some stuff rearding autohiding and docking of chatbar.
- Profile floaters are gone and all web based now.
- Russian translation gave huge mere conflicts with the new russian xml files from LL. Unmergeable. I took the LL files.
- XUI files in general will need some love and testing.

- Floaters dock to chiclets at the bottom.
- Floaters docking region limited to non-toolbar view.
- Chiclet bar is positioned between the right toolbar and the minimized floaters stacked at the top left corner by default.
