Polish translation update: Adding a label attribute to grid options button in the Build floater
...
... so it's properly translated in the Vintage skin - doing this instead of copying the whole floater into /vintage/ and making only that small change. Other skins are not using a label there, but a graphic icon, so there are no conflicts or overlapping text.

Phoenix mode default settings adjustements
...
* EnableGroupChatPopups & EnableIMChatPopups from 0 to 1, because FSLogImToChatConsole is true, so IMs will go into the console, not to the toasts anyway. IMInChatConsole in Phoenix has 1 by default.
* FSShowGroupNameLength from 0 to -1, so all group name will be shown in console, when IM arrive. DiamondShowGroupNameLength in Phoenix has -1 by default.
* FSUseStandalonePlaceDetailsFloater, FSUseStandaloneTeleportHistoryFloater, FSUseStandaloneBlocklistFloater - all from 0 to 1.

* TT_FORCE_OPAQUE forces camera floater alpha to go beyond the range of 0-1 - to 10, what overwrites background images alpha values from skins, without manually modifying them. I didn't encountered any errors while testing.

Fix FIRE-8419: Don't return on identical stream URIs. We might need to toggle off/on a closed stream. Identical streams are handled elsewhere anyways.
