Adding Quarl's prim alignment tool into firestorm with a few tweaks.
...
The tweaks are that it runs in a seprate thread and it prints out to the log ALOT less often.
It also has client side perms checking to see if your allowed to move the prims in the first place

Possable null pointer crash fix. Dont know if it being NULL will cause regressions down the pipeline, but there isnt any harm in checking if a pointer is valid right?

Defaults to false (V2 normal behavior)
Set to true to enable the extra chatbar

backporting from v2.5 STORM-453 (update libcurl to 7.21.1) with the exception for linux do to STORM-809 not yet fixed. This fixes logins with proxy connections.
