Aesthetic increase of range for breast up/down and in/out bounce. Not a bug or aberrant behavior, but this just looks better if we allow higher range of motion.

SH-1365 FIXED Avatar Physics don't behave well for less than 100% max effect
...
This change looks more complicated than it actually is. I basically turned max effect into a scaling parameter, versus a clamping parameter. Piece of cake, just moved some code around and made minor logic changes.

Fix key shortcuts for whisper and shout in both chatbars, add shortcut for OOC chat (Alt-Enter), add preference to turn off special chat animations (whisper, shout). From Ansariel Hiller, OOC chat ported from Phoenix, rest original. Fixes FIRE-275.

-> depending on the order of construction of gRlvFolderLocks and gInventoryModel the constructor will either work as intended or crash
=> changed RlvFolderLocks into a singleton since the construction order of globals is up to the compiler
