- added : "RLVaWearReplaceUnlocked" to not block replace when at least one attachment on the target attachment point is non-detachable
...
-> locked (cuff) attachment on left and right lower leg
-> ankle boots with attachments on left and right lower leg
-> FALSE: "Wear" on a new set of ankle boots will fail (can not replace the non-detachable ankle cuffs)
TRUE : "Wear" on a new set of ankle boots will replace the existing boots (ankle cuffs are not affected)

Changing default max concurrent HTTP requests to 16 (same as phoe) and added preference option
...
Option is 4-32 connections, same as phoenix
(Note: the debug setting of ImagePipelineUseHTTPFetchMaxRequests will take any amount, but to high will trigger too many errors and fall back to UDP)

changed max DD in graphics preference to 1024, and line ending to linux

This makes the max a power of 2, in line with the max from phoenix, and makes it exactly 8 regions wide
