Support for Timezone switching in Teleport History
...
- Added FSTPHistoryTZ variable
- overrides the utc variable in datetime setting.
- Adds menu to LLTEleportHistoryPanel gear menu
- modifies behaviour of LLTeleportHistoryPanel::getNextTab to use TZ watersheds
