Added a sanity check to IgnoreAllNotifications and prevent it from being backed up because of bad side effects like random IMs and group chats opening when enabled.

- Continuation of 1f33a208e62b - expand checking on the online/offline notifications in chat (not in toasts) as well.
- Adjusted behaviour of the online/offline sounds as well, now they're only sounding when notification is actually shown on screen.
