Changing default max concurrent HTTP requests to 16 (same as phoe) and added preference option
...
Option is 4-32 connections, same as phoenix
(Note: the debug setting of ImagePipelineUseHTTPFetchMaxRequests will take any amount, but to high will trigger too many errors and fall back to UDP)

(removes artifact of slider going to 4096 when the viewer internally wont)
