Reverting faulty "option to display group chats, IM sessions and nearby chat always in uppercase" (58312a3a514f) because of the links/slurls breaking and implementing experimental all-caps Deja Vu font variant instead
...
Chooseing this font in selector would also turn not only chats, but all other strings in the viewer uppercase (UI, hovertext etc.)

...
Adding a new visual param that allows users to manually adjust an offset for
how far off the ground (+ or -) their avatar's root bone is.
Supports the +-2m range people are used to adjusting in their viewers, but
new implementation should support server-generated appearances.

- Continuation of 1f33a208e62b - expand checking on the online/offline notifications in chat (not in toasts) as well.
- Adjusted behaviour of the online/offline sounds as well, now they're only sounding when notification is actually shown on screen.
