FIRE-34977 - additional improvement WMI query cache

In testing the WMI device driver query could take up to 50ms, it might be more for devices with multiple cards and or slower hardware. Given that the device is not realistically going to change during a run we will cache the results. Worst case it will be wrong until the next restart.

The purge thread should be the only thread recalculating cache usage. This removes the directory scan from the critial path where it would occasionally trigger due to aligned timers (exacerbated by high rates of region crossing)

reinstate the prio behaviour only on opensim where it might still be plausible to get the meshRezEnabled false back from the region. Retain a bias to True.
SL behaviour remains the same as the LL fix

FIRE-35508 - Float text background change with Highlight disabled

User requested that UI allow background for floating text to be modified if the highlight check box is disabled.
Removed the UI XML enabled_control requirement.
Only issue is if drop down option "Only Highlighted Objects" does nothing if highlight option is disabled as it is dependent on the check to be performed.
